The Minister for Communications, Digital Technology, and Innovation, Samuel Nartey George, has made it clear that satellite internet provider Starlink cannot legally operate in Ghana without setting up a physical office within the country.
Speaking during an interview on TV3’s New Day program, the Minister stated, “I have asked the regulator to inform the company that they need to open an office in Accra.”
He stressed the importance of local presence, explaining that regulatory standards require companies offering services to Ghanaians to have an operational base in the country.
“They need to have an office. You can’t operate in our country and not have a presence here,” he emphasized.
Mr. George further explained that having a local office would ensure accountability, consumer protection, and better coordination between service providers and regulatory bodies.
Starlink, operated by Elon Musk’s SpaceX, has been expanding its global footprint by offering satellite internet services.
Elon Musk’s Starlink officially commenced providing internet service to Ghana close to the end of August last year.
The regulatory body, NCA, confirmed that all required administrative and licensing formalities had been completed, clearing the path for Starlink to begin delivering its high-speed internet services across the country.
However, in Ghana, regulatory protocols demand that companies offering critical digital services establish a legal and physical presence to ensure compliance with national standards.
Samuel Nartey George reiterated that while Ghana welcomes technological innovation and improved internet access, regulatory requirements must be respected to safeguard national interests and consumer welfare.
The Communications Ministry, together with the National Communications Authority (NCA), is expected to monitor Starlink’s next steps as it works toward meeting these obligations.
